Cohesion is when like particles are attracted to one another. Adhesion is when unlike particles are attracted to each other. Most of present systems are frameworks. The more contents in the system, the more adhesive quality the framework needs - stickiness. And if the structure of the system is more important than the contents of the system, cohesion plays a larger role. So maybe the problem with governments is that they are more cohesive than they should be and less adhesive than they have to be with respect to the society that is allegedly being represented.
